摘要:
加强地方科技立法，是完善地方科技管理、促进中小企业创新能力发展的最有效手段之一。当前地方科技立法尚存在不完善之处，如地方特色不明显、立法宗旨片面化、立法主动性欠缺、立法精细化程度不高、立法程序较为封闭等。创新地方科技立法，需要用足地方立法权，强化协同或统一立法；以绿色发展为宗旨，构筑以扶持新技术开发为核心的规范体系；坚持立法机关为主导，健全专家论证与公众参与机制。
