摘要:
德国外国留学生教育在20世纪末发展缓慢，在博洛尼亚改革进程下，实施了推动留学生教育发展的积极改革措施，取得明显成效。目前中国高等院校在留学生教育方面存在着诸多问题，借鉴德国在改革中的有益经验和启示，提出中国高等院校留学生教育发展的对策：缩短修业年限，与国际学制接轨；开设外语授课国际化课程/专业，提高课程/专业吸引力；设置学分互认课程和联合课程项目，注重双向交流和培养；调动多方力量设立多种形式奖学金，吸引优秀留学生来校学习；完善服务体系和软硬件设施，优化留学环境；实施品牌战略营销，加强对外宣传等。以此来促进中国高等教育中留学生教育质量的提高，开创中国高等教育国际化的新局面。
